Turns out this is a Thieves Guild item. Many thanks to our dear guildmate, Tyler, I was able to do what I had to do after finding it. Otherwise, I wouldn't have had a CLUE!!
It turns out the "Hit List" isn't quest related. Its just a book on the table that lists these relics, AND points out that there is NO reward. Just "bragging rights". I haven't checked my achievements yet, but I'm guessing it'll show up there too. I honestly don't recall getting a popup notice that I got an achievement for it.
CORRECTION: The item was to the bank teller's RIGHT, not the left. Sorry.
